Approval and Abstraction

Woodmead falls under the City of Johannesburg. Both main metros require approval before drilling. The City of Johannesburg requires an application to its Environment and Infrastructure Services Department, and an approved application comes with a drilling certificate that has to be kept on site while the rig works; drilling without one risks a fine and impoundment of equipment. The City of Ekurhuleni requires authorisation, with applications reviewed by its Dolomite Section and by Water Demand Management. Elsewhere, including Mogale City, confirm the municipality's current requirements. Separately, the National Water Act governs how much you may abstract: reasonable domestic use generally falls under Schedule 1, and in 2026 the Department of Water and Sanitation confirmed that households using borehole water for reasonable domestic purposes do not need to register nationally. Commercial, agricultural and larger abstraction may need registration or a water use authorisation. Rules change, so confirm the current position before drilling.

Can a Woodmead school use a borehole for its sports fields?

Many schools do. The challenge is matching field irrigation demand to what one hole in granite can supply, which is usually modest and only confirmed by a proper pump test.

Institutional draw on that scale may need DWS registration as well as the City approval, so the bursar or estates manager should check both.

Why is Woodmead ground hard on drill bits after the first section?

The weathered granite near surface is soft, but once the hole reaches fresh granite and gneiss the rock is very hard and wears bits quickly, so progress slows considerably.

Water-bearing fractures and dyke contacts within that hard rock are what the drilling is trying to intersect, and they are not visible from the surface beforehand.

Does a business park in Woodmead need separate permission for a borehole?

The property needs a Johannesburg drilling application and the certificate that follows. If the water is used commercially beyond household scale, a registration or water use authorisation from DWS may also apply.

The managing agent usually coordinates this with the property owner and the tenants who will share the supply and the cost of running it.
